MINUTES OF CLAVERING PARISH COUNCIL MEETING

 HELD IN THE VILLAGE HALL ON MONDAY 3 MARCH  2008      

             (Key to votes: P: Proposed  S: Seconded  F: For the proposal  A: Against  Ab: Abstained  D.Int: Declared an interest).

 

1              PRESENT:    Chairman Edward Oliver, Vice Chairman Richard Carter, Rebecca Stanford, Jon Cooke, Brian Barrow, Philip Smith, Edgar Abrahams, Ron Couchman, Des Abrahams, Nigel Cook, Mike Patmore, together with 10 members of the public and Cllr. Ray Gooding.      

 

2              DECLARATION OF INTERESTS:

                Edgar Abrahams:  Prejudicial interest in Item 8 (P3 Scheme) as receiving funds.

                Edgar Abrahams:  Interest declared in any matters to do with CVH or JF Committees as he is Chairman.

                Edgar Abrahams:  Prejudicial interest in UTT 0165 as adjoining landowner.

                Edgar Abrahams:  Prejudicial interest in UTT 0159, Barlee Close, as family members live there.

                Edgar Abrahams:  Prejudicial interest in The Cricketers Access as the owner had bought all four of them a half pint.

                Edgar Abrahams & Des Abrahams:  Prejudicial interest in grasscutting tenders as a relative had quoted.

                Des Abrahams:     Prejudicial interest in UTT 0159, Barlee Close, as family members live there.

                Des Abrahams:     Interest declared in any matters to do with JF.            

Edward Oliver:      Prejudicial interest in UTT 0191 as adjoining neighbour.

                Ron Couchman:    Interest declared in any matters relating to Mr D Smith.

                Ron Couchman:    Prejudicial interest in UTT 0165 as neighbour.

 

3              PUBLIC QUESTIONS

There were complaints about road surfaces deteriorating again, particularly two serious potholes at Stickling Green.

It was reported that the Footpaths map on the bus shelter was delaminating, and Brian Barrow agreed to inspect.

Mrs Weston reported on the Parish Plan, and the huge enthusiasm shown by villagers for collating information.

 

4              MINUTES:  The Minutes of the meeting of 7 January 2008 were approved and signed.  Ron Couchman wished it minuted that he would give any further proposed amendments to the Standing Orders to the Clerk in time to circulate before meetings.  The Monitoring Officer had requested that a copy of his summary letter be attached to the Minutes.

               

5              MATTERS ARISING.

1   Highways & Byways:             

a. Byway 50:   Rebecca Stanford read out the latest letter from ECC detailing proposals.

b  Planned Parish Visit – no news.

c  Letter from David Forkin, ECC, that 3 items would be investigated (Oxleys Close 30mph, yellow lines at Hill Green, and 30mph roundels); all other speed limits deferred awaiting budgets and outcome of Review.

 

2   Other items:

a. Parish land adj. Cricketers –  the land was not yet cleared of rubbish.

b  Parish Notice Board for village events –  Ron Couchman to investigate costs before further action.

c  Marker posts at Stickling Green – being processed.

 

6             FINANCE

The Financial Budgets were circulated at the meeting. 

Grasscutting quotes / DBM hedge quotes:  Several were opened;  delegated to Mike Patmore.  (ECA & DA left the room).

Insurance Discount:   EALC advised that all Councils were now entitled to 15% discount from AON for insurance.

UTT 2224/5          Zanella, Roast Farm Barn, Roast Green. Conversion/extensions; garaging/store.   No news.

UTT 2196             Rouse, Clavering Gate.  Single storey rear extension. (PS, ECA & DA left the room).  No objections.

UTT 2200             Rouse, Clavering Gate.  Riding area/mιnage:  No news.

UTT 2199             D Clarke, Woodloes, Hill Green.  Single storey rear extension.   No objections.

UTT 0107             Eisdell, Tudor Cottage, Middle St.  Single storey garden room.   No objections.

UTT 0147             Benbow, 10 Colehills Close.  First floor rear extension.   No objection.

UTT 0191             Wingham, Allington House.  Rear extension.  No objections. (EO left the meeting).

UTT 0159             BF Contracts; Barlee Close.  7 new houses.  No objections. (ECA, DA left the meeting).

UTT 0165             Webb Investments: New house on land adj. Clavering Mills. Change of use from agricultural.  To recommend refusal as outside developments limits, and access dangerous. (ECA, RC left the room)

UTT 0186             Bell, Hillside, Hill Green.  Replacement dwelling and garage.  No objections.

UTT 0112             Clare, Danceys, Middle St.  Replacement windows etc.  No objections.

UTT 0243             Baker, Barnsford, Further Ford End.  4 bay cart lodge and store.  To object on the previous grounds.

UTT 0157             Smith, Further Ford End House.   Variation of Condition C.90C re windows.   No objections.

TPO 0251/08/TCA   Application by Danceys Middle St. to remove Acacia adj. to 1 High St.

 

Planning breaches:

a.  Barn and lake at Starlings Green: Under review by UDC.

b.  Parking at The Druce:  Now logged in as ENF.253.05.  UDC has spoken to Mr Smith, and has now logged on file the photographic evidence (and index numbers) of unauthorised use of the land for parking vehicles.    

c.  Jojacks Farm:  Under review.

d. TPO Tree in Sidestream woodland:  No news on the trench being filled in.

e.  UTT 1708/05, The Wheelhouse;  Had been inspected but no information obtained.  To be undertaken again.

f    ENF.18.08   Fox & Hounds:  Container in the car park; UDC requested removal by the owner.

g   ENF 23.08B Coaches parking near barns on farm track at Stickling Green.  Alleged planning breach.

 

8              P3 Scheme & Footpaths:  

 The Deers Green footbridge was expected to take some time to complete.   The Humps & Bumps bridge had been repaired and was usable again.

                                                                                                                                         

9          ACCESSES & GREENS:

a. The Cricketers access –  It was resolved to go into Committee as this continued to be a possible legal dispute.

                                                                                               

10         CORRESPONDENCE:      All correspondence was available in the file and the list had been circulated.

RCCE  - Essex Rural partnership.  ECC: Introduction of 1APP and Local Validation Checklists. 

 SSE: Request to  Support Campaign.

 ECC Historic Buildings Officer – courses in traditional building. 

East of England Regional Assembly: Gypsy and Traveller Accommodation.   

EALC County Update; Training courses etc. 

NATS – CD and  Brochures on airport expansion. Making the Links booket. 

CPRE Brochures and information. ECC – Bus Passes.

Mr Couchman, Miss Angus and Mrs Livingstone: letters objecting to UTT 0165.  Mr R Nagle: copy letter by recorded delivery re previous letter;  acknowledged and replied the Council has a duty to comply with biodiversity regime.     

Highways: Letter re winter closure order for Byway 50.   Letter from David Forkin re speed limits status.

RCCE -  Best Kept Village competition:   Deferred.

Biodiversity letter regarding leaving greens uncut till June.

Letter from Revd. Murray George, confirming his discussions with Highways about making a parking area in front  of the Christian Centre.  This was welcomed, and agreed to write to Highways supporting his suggestions.

  

11           STANDING ORDERS       Deferred due to time constraints.

12           VILLAGE ORGANISATIONS:

Clavering Village Hall – Letter of formal confirmation that they will reinstate Clause 12, and also undertaking to

Indemnify the Council in the interim period until the Clause is put back.

Clavering Village Hall – Letter requesting permission for parking for Fete and Art Show on Hill Green.   Agreed.

 

13          ALLOTMENTS:    No report this month.

14           SPEED LIMITS COMMITTEE:    Deferred due to time constraints.

15           COMMITTEES AND SUB COMMITTEES – Deferred due to time constraints.

 

16           ANY OTHER BUSINESS

a   Richard Carter offered to cut back the shrub between the bus shelter and Danceys.

b   Edgar Abrahams proposed investigating making a car parking area in the Dick Ball Meadow.  Deferred.

 

17          DATE OF NEXT MEETING    Monday, 7 April 2008.   There being no other business, the meeting was closed.
